Biography
Kacper is a Stipendiary Lecturer in Law at St Hilda's, teaching Jurisprudence and topics in Constitutional Law for the College, as well as acting as Law Mentor for all undergraduate cohorts. He has been affiliated with St Hilda's since October 2025 as Stone Fund Coordinator (Academic Mentor for Law). Kacper also teaches Administrative Law for St Hugh’s.
Kacper is based at Magdalen College, reading for a DPhil in administrative law. He read for the BA in Law (with French Law) at Corpus Christi College, Oxford, and Paris-Panthéon-Assas, winning a number of prizes, including the Martin Wronker Prize for Best Overall Performance in Jurisprudence and the Slaughter and May Prize for Best Overall Performance in Law Moderations. He went on to study for the BCL at Magdalen College, graduating with Distinction. As an undergraduate, Kacper was an avid mooter.
In his research, Kacper is concerned with how to account for the role of limited resources and scarcity in judicial review doctrine in England and Wales. Beyond administrative law, his interests include civil rights and EU law. His studies are generously funded by the Arts and Humanities Research Council.
Prior to starting the DPhil, Kacper was a trainee at the European Court of Justice, working on regulatory and competition matters. He was also a Bonavero Fellow at the AIRE Centre in London, where he worked on immigration and civil rights. He was Research Assistant to Dr Shreya Atrey on a project on anti-discrimination law, and to Ms Nuala Mole on EU free movement law.
